A total of 54 state-of course fight outside of Russia are already certain to qualify for the status of host-to scramble 13 ticket to the finals next 2 years.
All 54 contestants were divided into nine groups, so that each group contains six teams. Each group winners qualify directly to Russia, while the eight best runners-up will undergo a two-leg play-off to compete for four tickets.
